The Federal Antimonopoly Service (FAS) of Russia, in a letter dated April 24, 2023, provided clarifications regarding the rules for public procurement of medical devices for coronary artery stenting. Now purchases can be made simultaneously with consumables.

Decree of the Government of the Russian Federation No. 620 dated April 19, 2021 prohibits the purchase of medical devices for various purposes in one lot, with the exception of the purchase of medical devices under life cycle contracts or simultaneously with consumables.

FAS clarified that ancillary medical devices used in conjunction with coronary artery stents and ensuring their implantation can be considered consumables. It is clarified that stents for coronary arteries of different nomenclature types still cannot be combined into one lot when purchasing. An exception is the purchase of various stents from the catalog of goods, works and services.

Earlier, the Ministry of Industry and Trade has repeatedly raised the issue of revising the rules for joint purchases of various medical devices. In the spring of 2022, it is proposed to lift the restrictions imposed in April 2021. This measure was supposed to lead to a decrease in the number of procurement procedures.

As a result, a temporary moratorium was introduced on the operation of Decree No. 620, which was valid until September 2022. In the spring of this year, the Ministry of Industry and Trade came up with a new proposal regarding the joint purchases of various types of medical devices in competitions for the conclusion of offset contracts.
